Question: Color peeling off on the roof of 1999 Toyota Corolla

I plan to sell the car in a few months and do not wish to spend too much money. But I also want to fix it to avoid onset of rust and so that the car is in a sellable condition. I have attached a picture of the same that clearly shows that the paint is peeling off only in a few spots. As far as I can tell, there is no rust.

Getting the roof painted from a body shop would cost a lot of money. I am willing to pay under $8 for step-by-step instructions about how I can fix the balding spots on my car roof on my own. But I want exact steps with pictures and a video if possible.
